The Block

By B R Vale

His score did not change. Everything around him did.

Eighteen-year-old Eli Mercer already knows what a low Civic Trust score can cost. His family's repair shop has felt it for years. So has his father. But when Northline's neighborhood rating drops below a city threshold, Eli discovers a new rule: sometimes your own record does not have to change for your life to get harder.

Bus rides cost more. Identity checks take longer. Customers disappear. Then the city orders Northline residents into a mandatory stability reassignment program.

The relocation offers are real. Some are even better than what residents have now. The building really is failing. And the official who manipulated the maintenance record may have done it because she believed it was the only way to unlock millions of dollars for repairs and relocation.

To stop mandatory reassignment, Eli has to prove the system blamed residents for structural failures - without letting his anger become the evidence used against him. With help from his family, his neighbors, Luis Ortega, and Mara Vey, he builds a neighborhood-wide audit that forces the city to confront what its own data cannot explain.

But correcting one record does not mean the system forgets. When Housing backs down, Transit draws a new boundary around Northline.

FIVE STARS: THE BLOCK is the second novella in B. R. Vale's fast-moving dystopian series about reputation, credibility, technology, and the quiet ways institutions decide who gets access - and who gets believed.
