The study analyzed the short- and long-term sustainable efficiency of forest governance influencing ecological functions and the process of value creation/appropriation involving the State-owned natural forest (FNDE). It was based on a repeated-measure survey of 405 individuals. The study was grounded in the synthetic theory of microeconomic governance comprising three complementary functions. It was based on a triptych of fundamental principles-rigor, legitimacy, and competence-rooted in daily local public governance (DLPG). It clearly demonstrated that the FNDE has been the region's living treasure due to its multifunctionality. There has been a conflict of interests between those who sought to maximize immediate profits at low cost, leading to negative effects, sometimes to the detriment of the forest. The GPLQ has become ossified, failing to account for its actions and unable to collectively overcome its fragility. All of this has revealed its enduring inefficiency, yet 96% of users have a marked preference for the GPLQ. Confusing local customs lack the support needed to modernize. The study will lead to reforms.
