On August 18, 2020, the destroyer USS Mustin entered the northern end of the Taiwan Strait, five-inch gun pointed southward, on a solo mission to sail through the Strait and reaffirm that these international waters were not controlled by China, at least not yet. Strong winds from the southwest blew across the deck as the ship headed south. In the distance, the great harbours of Fuzhou, Xiamen, Hong Kong, and the other cities that dot the South China coast seemed to be cast in shadow by the high clouds. To the east, Taiwan loomed large, its broad, densely populated coastal plain giving way to tall peaks hidden in clouds as it ascended into the distance. One of the sailors on board the ship raised his binoculars and scanned the horizon while wearing a surgical mask and a navy baseball cap. Freighters delivering goods made in Asia to customers all over the world clogged the seas.
