The general objective of the research in question is to establish a proposal for improving the water resources management system in the state of Cear , by proposing an institutional model of water agency for the state's river basins, based on knowledge of the water policy and organisational structure of some countries and a qualitative analysis of COGERH and other institutions in Brazil that perform the functions of managing body or water agency.
