Unruly Passengers: In-Flight Crime Management

An IATA survey found that between 2007 and 2017, approximately 66,000 episodes were reported on board aircraft as a result of sexual violence, assaults, threats and intimidation. These episodes were perpetrated by passengers against other passengers or crew members. On 19 August 2018, a 24-year-old American passenger traveling from Chicago to Tokyo urinated on another passenger. On September 9, on a Qantas B787 flying to London, a passenger holed up in the lavatory for over an hour and when he left, he started arguing and went into full-rage mode. The commander returned to Perth. After landing, the unruly passenger was arrested, but this did not prevent an 18-hour delay. Very rarely these are people who are suffering from mental disorders. They are normal people, such as we would we meet every day, who behave unacceptably on the plane. There are numerous cases in which the aircraft commander had to order coercive measures. Passengers tied up like salami, handcuffed, gagged until landing and delivered to the authorities, often at airports along the route instead of the planned destination. A Hawaiian Airlines plane packed with vacationers returned to Honululu because a passenger was so hungover that he became dangerous. Unfortunately, cases pertaining to people who once on board an airplane forget the needs of all other travelers and who violate rules that are specifically in place to ensure the safety of all are becoming more and more frequent. These passengers are now labeled in the aviation world as unruly and disruptive. They are more than rude bullies. Those who choose to fly want to reach their destination safely and comfortably. They do not set out to experience uncomfortable, unexpected and dangerous situations in small and unfamiliar spaces or to be stranded in an unscheduled airport that has nothing to do with their travel plans. On board an airplane, passengers will come from all walks of life and backgrounds. There will be children, elderly or sick people, criminals, people with different religious faiths, languages, political beliefs, economic conditions, roles of power, sexual desires, culture, and skin color. There are those who travel with their pet dog nestled between their breasts and then there are those who would gladly strangle both the dog and its mistress; there are those who love to hear their children whining for hours on end and then there are those who will prefer cats and dogs to children any day of the week. Rows with three, four and even five seats put people up close to strangers, forcing them to share a limited sleeping space, elbow-to-elbow. During a night flight between Las Vegas and Detroit, a 34 old engineer who was traveling in the middle seat of a three-seat row (while his wife was in the aisle seat) slipped his hand inside the trousers and penetrated the vagina of a girl who was sleeping beside him in the window seat. I wrote this book to tell passengers and crews a few things that aren't always disclosed. My aim was to explain what to expect if the journey takes an unexpected turn, what techniques are used, what threat and conflict levels are, the danger of underestimating the decision-making strategies of the commanders, and - last but not least- to clarify passenger rights when, rightly or wrongly, they find themselves forcibly offloaded at an airport in a country other than the one planned. Attention must be paid to behavior on board, especially if one is sharing a seat row with an ill-mannered neighbor. Reactions are not always appropriate to the context and they may expose unaware passengers to serious consequences. What may be considered a sign of intemperance or a justified reaction in one Country, is considered a crime or an offence in other Countries, leading to imprisonment and hefty fines. This must be taken into account before choosing which airline to fly with.
