The fashion of the bicentennial came from the reminder of the revolutions of Western civilization as was the American (1776) and the French (1789). Models whose influence continues to impact the generations and so continue because they not only occurred in a cause-effect relationship but were the result of an ideology that was imposed progressively and proclaims rights that would take to be universally reassessed until the twentieth century. Peru, land hungry for discoveries, never ceases to amaze the most rational inhabitant of the planet for its resources as its people. To emulate other democratic system, it is better to admit what we are to achieve an institutional reflection in accordance with the reality that regulates us.
