Why is gravitational redshift not considered as a candidate for the cosmological redshift?

The prevailing cosmological paradigm is predicated on the substantialist interpretation of spacetime and the assumption of large-scale homogeneity. Yet in General Relativity, the principles of general covariance and diffeomorphism invariance undermine both: coordinates carry no physical meaning, and spacetime points have no identity beyond the relations between events.
