Every hood is structured with three heads of the community. The three-headed snake that consists of the neighborhood king pin, the mayor, and the holy priest is meant to keep the community together without giving the perception that they are all on one accord. As holy as 28-year-old Priest Justice's name may sound, his lethal and cutthroat dealings shed light on the fact that not every priest is holy, not every king pin is notorious, and not every mayor is diplomatic.
