The text aims to guide public management and the directors and managers of public companies in understanding the new organizational model of the Local Authority following Legislative Decree No. 33/2023 and Legislative Decree 201/2022, which makes it necessary to resort to new instruments of coordination and control of the various companies belonging to the "Group" of the Authority itself. This is in the awareness that one of the issues that most frequently contributes to create not a few difficulties for operators is represented by the complex definition and difficult regulation of the relationships between the various parties involved precisely in the control governance of the investees of the PA.In the current historical period centered on the objectives of the PNRR and the Next Generation EU, the Local Authority is undergoing a phase of profound change as a result of the progressive shift from the role of direct provider of services to regulator of services provided by third parties, under private law, participated by the Authority itself.
