The Birdwatching Pretext: Real Birders Watch Birds. Spies Use Birding as a Pretext

Ian Scott teaches birdwatching classes from a rooftop garden in San Francisco. The classes are meant for those who watch owls and other nocturnal birds in the city, but some of the students have other agendas. Many of them call his class "Spy School" because of the high-tech audio/visual equipment used by Birders.
Ian is a recruiter for an Agency expanding it's own network of spies and spy catchers, though he never uses those terms himself. Most of his students are honest birders, others may be seasoned spies or ones in the making. A photographer battling her own demons holds the key to a family of spies that travel the Pacific Flyway from Canada to Mexico.
Migration patterns aren't the only ones Ian recognizes. He is interested in people with special skills, including a wide range of people in his Birding classes. Male and female, young and not so young. Ian's Handling Official (HO) is always looking for people to exploit. The Agency loves the HO, but he puts Ian and his other agents in the field in constant danger
