This bay has reached a very advanced level of degradation due to direct discharge of untreated industrial and domestic effluents. To save the bay, the State of Senegal has initiated the Hann Bay depollution project. However, this project only deals with the decontamination of liquid waste. The clean-up of solid waste, the main concern of local residents, is excluded from the project. In this work, we have assessed the level of participation of local residents in the decision-making bodies of the Hann Bay depollution project. A mixed methodology was used. Our assessment shows that the level of participation of local residents in decision-making bodies is limited to symbolic participation. Three factors determine this level: conflict of interest, mode of participation and power imbalance. Local residents adopt two strategies: mbedd meetings and cleaning activities.
