The process of democratization and transformation of African states has been an unfinished project in terms of embedding the principles of ethics, justice, rights, accountability, good governance, transparency, and inclusion-a process that, unfortunately, has not been brought to completion. The independence demanded by the elites gave rise to states with fragile institutions and a lack of principles. It is up to local governments to continue the process of modernization by combining tradition with institutional modernity. PACT 2.0, which stands for Program to Support Traditional Chiefdoms, is presented as one of many solutions capable of raising the standard of governance through civic education, monitoring, engagement, oversight, and the management of public resources; thereby transforming African villages into participatory "micro-states" within the central government.Through solid arguments and pertinent observations, this thesis offers a fresh perspective on development policy in African countries.
