Sebastian "Seth" Von Miere, the big-haired grandson of '80s glam metal legend and billionaire hotel owner Nicholas Von Miere, is celebrating his 18th birthday in Las Vegas. Along with his friends and bandmates Foxy, Judson, Erik, Axel, and Viper, the Sunset Strip Sinners spend the day zip-lining, opening for Nicholas's band Volcano, attending a sleazy film premier, and partying at the wildest underground club the Strip has to offer.

Just behind the Von Miere Hotel and Casino lies a sinister neighborhood called Naked City. Lately, its residents have been terrorized by a vicious serial killer known as the Naked City Slasher, who is targeting young sex workers. One of his would-be victims, nineteen-year-old Kelly, escapes his murderous wrath and seeks help from the Sinners. Together, they all travel to Sunset Strip, where the glammed out party never ends. Along with new friends Sinderella and Hellraiser, the Sinners prepare for the most glamalicious show Sunset Strip has experienced since the '80s.

Meanwhile, Seth's mother Ilsa, internet exhibitionist and ex-con, finds herself drifting closer to the Naked City Slasher. She knows if she gets caught with him she will likely go back to jail and lose her five-year-old daughter, Charlotte. But there is something so charming about this tunnel-dwelling bad boy. Is Ilsa willing to risk everything, including her family, for the love of a serial killer? And what is the deadly secret he shares with Seth? A late-night stopover in Naked City will make Ilsa and Seth pay the ultimate price...
