After becoming the operational head of the United Nations Intelligence Directorate, Mai Fisher has had little time to indulge in a time-honored practice, shopping.
She and Natalia Bukharin, now a mother of three, hit The Fashion Center at Pentagon City, and the day is going remarkably well. Until a young man barges into Mai and moments later, shoots shoppers with an AK-47.
Mai brings him down with a double-tap to the chest, but he's alive, the way she wants him because statements the shooter shouted make this seem as if the attack was Islamic terrorism, on 9/11/14, of all days.
With the shooter in Directorate custody, Mai has to deal with an angry FBI Director and a former daughter-in-law out for revenge. But Mai has a plan to put the recovering shooter to good use. She has to sell the President of the United States on the idea, not to mention the still-displeased FBI Director.
Then, things take an odd turn. People associated with a series of attacks before and during the mall shooting are all tied to a man who calls himself Isaac, though his real name is Issar Haroun, a recently released inmate from a Virginia prison.
The only problem? Despite their efforts, Isaac/Issar remains out of reach until the day Mai decides to come home early from work.
