This paper develops methods for analyzing and evaluating potential targets of attacks in connection with major events. This gives non-police hazard prevention services in particular the opportunity to prepare for a possible emergency. The work of police hazard prevention is not taken into account in this paper. The current presence of international terrorism in particular highlights the importance of anti-terrorism measures. However, these often only relate to counterterrorism. Institutions such as the fire department and emergency medical services in Germany rarely deal with the issue of terrorism. This paper offers an initial approach to changing this.
