I wish I could afford to buy this book now. I had access to it when I was studying decentralization in grad school 10 years ago and it gave me a tremendous amount of new insight into why things work the way they do in Central America where I lived for 10 years. From what I remember, it provided a dispassionate explanation of the administrative systems brought from Spain and their evolution into the New World's patron-client relationships. This served me when I tried to understand how cultures of exploitation, repression, and submissivemess functioned, and why many outside experts' plans for remaking society didn't tend to work very well....
