The third test is that a democratic government has to be able to say "no" especially in terms of the entitlement programs. Looking long term we have to face up to the three long term problems above - population, ethical standards and entitlement restraints. The government can not solve these problems. The solution has to come in terms of moral community standards such as that professed by most religions.
