"The ChiId is the father of man", with due apologies to poet William Wordsworth, these words could well be the silent scream of the working child in India, But no matter how plaintive the cry or how strong the urge to let out, the fact remains that there is little likelihood, for the millions of working children in the country, escaping the bondage of hard, unremitting labour in the near future. It has been pointed out in the Report of the Committee on Child Labour. (1962) that "child labour is not a new phenomenon to our age. It has existed in one form or another in all historical times".
