Every aspect of life, from public transportation to work, is under strict surveillance. Otto works in a data center where he collects and sends thoughts to a court system for judgment and re-education. Love and emotions are suppressed, and children are created in labs.

Despite the oppressive regime, Otto dreams of escaping with his wife and finding a place where they can be open and honest. He learns that he's not the only one with the "double think" ability when he encounters Elias, a master of the skill. Together, they plan to disrupt the government's control and bring freedom to the people.
