Dual control, the simultaneous support of top down administrative controls and horizontal, science-based processes, is an important aspect of knowledge-driven universal coverage and optimal health outcomes. This includes eradication of noncommunicable diseases in particular and an ability to direct resources toward healthy behaviors and more self-fulfilling past-times. The 2020 Program for Global Health is established for this purpose, focusing on good health as the primary outcome and the elimination of diseases as an important step in that direction.
