Book for class

Got this book for my Intergovernmental Relations class. The articles are on the shorter side which makes it an easier read.

A little dry and difficult, but good for an upper division course

I assign this book in my upper-division political science course. Some articles can be dry and a little difficult for some students, but it offers a good set of additional readings that enhance lecture topics on federalism and the issues surrounding state and national relations. Many of the readings are not rampantly liberal or conservative, and offer non-mainstream views on important issues. (Ex. Hurricane Katrina was a failure of all levels of government, not just the Bush administration. Every level of government, from the city to federal, made terrible decisions and did not properly plan.) The articles offer a good starting point for student discussion and analysis. You just have to make sure the students have an incentive to read...they will resent the difficulty of some of the articles.
