Los Angeles, December 7th, 1941. The city is in turnmoil over the recent attack on Pearl Harbor by the Japanese. The event has sparked racial tension and hatred against the Asian-American residents in both the Little Tokyo and Chinatown districts. Chaos begins to ensue. In the following evening, as private investigator, Axel Dollarhyde is getting ready to sleep for the night in hopes of a brighter tomorrow, he recieves a phone call. A call that changes his future and will test his skills as a detective. A man's voice tells him to meet at a restaurant in Chinatown called "China Moon", and Axel agrees. Arriving at noon the next day, Axel discovers the place completely vacant...except for the bodies of four victims, all shot to death. Axel, and his friend, Frank Harrison are both quickly lured into a cat-and-mouse game by the man on the telephone who likes to manipulate, threating to murder more victims if Axel doesn't find them by the end of the day.
