The phrase is generally regarded as a pun on "High Priest" (הכהן הראש; ha-kōhēn hā-rōs) and identified with a Hasmonean (Maccabean) High Priest or Priests. However, his exact identification remains controversial, and has been called "one of the knottiest problems connected with the Dead Sea Scrolls."
