In the face of the complex circumstances of rapid domestic economic and social modernization and a volatile international environment, how has China managed to maintain the stability of its fundamental political order? This book brings together the findings of extensive fieldwork conducted by Yan Xiaojun since 2005 in northern, central-southern, and southern China at the grassroots level. Through rich and vivid empirical materials, it offers a compelling response to a question that Western academic circles have been striving to answer in recent years. By presenting six case studies from China's grassroots politics - namely, the co-optation of new social strata, county-level People's Political Consultative Conferences (CPPCC), the united front, deliberative governance at the grassroots, the maintenance of stability on university campuses, and the management of grassroots social affairs - this book reflects on China's important experience in maintaining political and social stability through the balanced use of both the flexible and the coercive forces of the state. The author argues that the key to China's stability lies in the Communist Party of China's remarkable adaptability and capacity for learning in response to the changing times. In its governance, the Party effectively wields and balances both the flexible and the coercive forces of the state, and continuously makes adjustments and innovations adapted to the demands of the era through ongoing internal observation and external learning.
