In New Orleans, during the 1930s a brave young officer by the name of David Flanigan led a crusade against the criminal underbelly of the city. Competing importing companies at the port had started a wave of criminal violence. Sam Untrino, who was a stakeholder in an importing company and in a late-night jazz club preoccupied his time catering to the live bands who were at each other's throat playing for the best venue in town. Beyond the crime wave and red-light district jazz club, two brothers menace the city unsuspectingly kidnapping waitresses and bringing them back to their house to ease their complex illness.
