Liberty Cohen has always been somewhat unsure of herself, and has never had the best confidence. However, what set her aside from everyone else, was that her entire life, she noticed she was much stronger than everyone else in her life. Almost inhumanly so. But, choosing not to face conflict, Liberty has ignored her abilities for most of her life. As she got older though, she had began to use her abilities for good. Whether it be to stop a mugging or prevent a murder, Liberty strives to do the right thing.One night, Liberty's best friend and crush, Naomi, convinces her to use her powers to become a real life superhero. Though Liberty was hesitant at first, she complied, as it wouldn't hurt to give the people of her town a symbol of justice. However, before she could begin dispatching the regular crimes that plagued her hometown, a threat soon arises that not only threatens her, but everyone in her small mountain town. A deadly terrorist organization soon traps everyone within town and intends to use citizens as target practice, and with no one able to enter or leave town, its up to Liberty to bring about justice as the Veiled Arbiter.
