The Crop Science Society of America has membership representing plant scientists employed by both public and private agencies, Many of its members participate directly in basic and applied research leading, in many cases, to the development of improved crop varieties. The Society is interested in questions of vital importance to its members and hopes this publication will contribute to our thinking about variety protection by plant patents and other means. A principle of democracy is that it works best when people have as much information as can possibly be assembled and made available. Decisions shielded by secrecy do not promote the best interest of those whose lives are affected. Logical and necessary exceptions to this principle include matters of national security and the invasion of privacy. The Society does not "take any side" in the present discussion on variety protection. Individual members are urged to think deeply on the alternatives proposed and to contribute others.
