② Developing a multi-granularity hesitant fuzzy linguistic evaluation system to address applicability limitations of traditional decision-making models in uncertain environments.
③ Creating a GVC measurement toolkit based on complex network analysis, enabling multi-scale observations from micro-enterprise to macro-industrial levels.
Practically, this study establishes a "Dual-Circulation Resilience Index" evaluation system for enterprises and provides policymakers with a strategic decision-support framework containing 12 core indicators, including institutional compatibility and technology absorption rates.
