Surgical strikes after the Uri attack and airstrikes after the Pulwama bombing were military operations that raised the bar when it came to responding to such an attack. The top, leadership, however, wanted a proactive response methodology that aimed at preventing such attacks rather than waiting for the next attack and then responding to it. The unknown gunmen, as they were to be known as a couple of years later, did precisely that. It all happened through a deliberate set-up involving India's top external intelligence agency.
