Universal Human Security System: Engineering a New Architecture for Life-Cycle Economic Security

By Benedict Omoraka

What if economic security were built into our lives from the very beginning-not just when we lose a job, face a crisis, or reach retirement?

Despite decades of economic progress, too many people still begin life with limited opportunities, struggle through periods of unemployment, or grow older without enough savings to feel secure. We have systems designed to help, but they often work separately, leaving people to navigate the gaps.

UHSS-the Universal Human Security System-proposes a more connected approach: a framework designed to support economic security throughout a person's life, from birth through retirement and beyond.

At its heart are five complementary pillars:

HSCA: Human Security Capital Account

ESA: Economic Stabilization Architecture

EPA: Economic Protection Architecture

PWA: Personal Wealth Architecture

HSERA: Human Security Emergency Response Architecture

Together, these pillars explore how capital provided at birth, opportunities to build personal wealth, economic stabilization, retirement protection, and safeguards against major crises could work as parts of one coordinated system.

The goal is not simply to respond when people fall into hardship. It is to consider how institutions could help people build a more secure foundation-and sustain it as their needs and circumstances change.

Written for policymakers, economists, researchers, students, and anyone interested in economic reform, UHSS offers a starting point for debate, institutional innovation, and further research.

Economic security should not be something we piece together at every stage of life. It should be part of how we organize society from the start.
