"The Total Surveillance Account" The total surveillance account is understood as a double proportionality test. The paper examines whether the constitutional principle of proportionality is suitable as a basis for such an account. For this purpose, methodological problems of balancing interests and guidelines of constitutional court jurisprudence on security law are analyzed. At the end, a proposal for the operationalization of a surveillance account is developed.
