The year is 2038. Continuing animosity between American Conservatives and Liberals threatens civil war, but violence is averted when a national referendum dictates a split between Red and Blue States - two nations sharing the same landmass but with different Executive, Legislative, and Judicial structures and representatives, as well as different beliefs, policies, and philosophies. Into this highly-charged atmosphere comes a newly-developed mobile brain scanner that allows users to literally read the thoughts of unsuspecting targets at a distance. A Red State professor with close ties to the developer is tapped to provide real world testing for the device, but one of his students cannot ignore the potential personal liberty threat, and steals the test device to get it to an underground movement he hopes will develop countermeasures to prevent its widespread use. The student recruits a small cadre of friends and fellow-students to help him get the scanner to these tech rebels, while government Security Forces and local police scour the country trying to stop them. From big city streets to rural safe houses, the David and Goliath cat and mouse game will continue until one or the other side prevails, and freedom of thought will survive or shall forever perish from this earth.
