This book is inspired by the debate on the transformation of public enterprises in the transport sector, including the management of Congolese maritime ports. The exercise of port functions involves very specific aspects resulting from the multitude of actors and the public service dimension that the government and local authorities entrust to port activity. To avoid the decline of the government's role in regulation, management and operations and to give a chance to port reform to be useful, the study proposes: (1) the creation, after adoption of a law, of the National Port Authority which would take charge of the port governance aspects related to land, environment and transactions; (2) to strengthen the instruments of the new governance such as mandates, competences and geographical scope. (3) attach the port authority to the Presidency of the Republic for its proper functioning, (4) thoroughly restructure the SCPT, SCNCC, CVM and RVF, (5) make the proposed new network an alternative to privatisation.
