Eden arrives back in Boston after his mission concluded in Finland. He had thought about Laura on a few occasions but then there was Kelly to contend with. Kelly was there and Laura was far in the background. But there would be some catching up to do. Especially with the unexplained increase in rank.

The visit is quickly brought to an end when Eden is ordered to become a transfer to the Finish Army under a UN regulation that allowed for such an exchange. He is quickly inducted into the Finish Navy as an officer and his name is changed so he can't be traced. For all intense and purposes, Eden is now a Finish soldier. He is then sent to a special XDAT unit of SUPO and his new boss is a mister Attu.

When Eden arrives home in Helsinki he is surprised that Kelly isn't there. We find out that Fedin, who works for the Communist Party of the Finish government but really works for MI 6 has sent Kelly on a mission to help with establishing an underground group in Karelia who want true independence from Russian and rejoin its former neighbor Finland.

Eden's next mission is to help get a mister Palaga out of a sanitarium that Keto was kept in and bring him to the Capital city of Karelia. Pagala's mission would be to help start an underground group to promote independence. The problem is that mister Palaga has five other friends and getting them from Archangel to Karelia wasn't going to be easy. Kelly is pulled out due to a leak in the underground system.

Then there is a ship called the Norge 7 that is captained by a former Russian Navy officer along with a crew who are also former Russian sailors. They are led to believe they are on a mission to stop the Accords when Russian Spetsnaz paratroopers transferred from another ship at sea. Blown into the Swedish waters by a fierce storm the Norge takes hostages to keep from being discovered. But it isn't until Eden and his team show up that the real mission becomes known. The Norge under goes a blazing end and Eden and the team are there.
