John S. Mill offers a compelling set of arguments in favor of respect for adult individuals and the necessary limitation of government. He acknowledges the role of government to provide sufficient order to preserve what people have developed and built, but he balances against that the need for individual freedom in order to innovate and to progress. I used this as one of the texts in a political philosophy class I taught at the United States Military Academy. I highly recommend it.
