When he is approached at a funeral by a mysterious man with an equally mysterious proposal, Thomas' life is changed forever. Using the Declaration of Independence as his base, the man proposes the destruction of the current governmental system. Thomas begins engineering the device to destroy the Capitol Building, on the eve of the State of the Union, never losing hope that an alternative plan might be found. If he succeeds, his work would forever impact the political system in the United States.
