Detective Jesse Rhodes is no stranger to tragedy. When he returns to his hometown of Norman, Oklahoma, his intentions are clear: solve the church fire that devastated his community and ruined his life. However, upon being denied pursuing the investigation by Head Detective Harrison Wolfe, he finds out that all the files and evidence of the case are mission along with the detective who they were last with. Things take another unexpected turn when Rhodes is confronted by an old lover, Allaura Ellis, who pleads with his to investigate her police chief father's suspicious suicide.
With his obsession casting a dark shadow, Detective Rhodes doesn't know who to trust. Things reach their boiling point when two girls are found dead in the same suspicious manner as Allaura's father.
Tensions reach their climax when Detective Wolfe sets Rhodes up to be killed only for Jesse to survive the encounter. Rhodes and Wolfe must then put their differences on hold to hunt down the serial killer with a specific target: those who survived the church fire.
