The Mischievous wind is playing a game with Thomas and Emma and a poodle named Claude Monet. It has snatched up the children's hats and sent them dancing over the rooftops and out of sight. At the park, Thomas, Emma, and their friends find a wonderful surprise: a bright cloud of hats fills the sky. The children play tug of war with the wind until it moves on to delight others in faraway places. But the fun of the day remains long after the wind has gone.
