Macgregor is an agent with a totally covert organisation formed under the mantle of the United Nation called the International Drugs Enforcement Agency (IDEA) formed to tackle and eliminate the larger drug cartels. As a result of a secret rendezvous with one of his agents inserted into a Mafia gang he discovers that a Columbian drug cartel is planning to ship a large quantity of drugs into the United States. He teams up with another agent Patti Mendez and they discover how the drugs are being shipped. The investigation leads them to a disused Military Command Centre near Grand Canyon. A team is formed to carry out a raid on the the Command Centre using combined military and the standard Drug agencies. Simultaneous raids are carried out in Los Angeles and Columbia resulting in the demise of the Cartel. The boss of the Cartel escapes with Patti Mendez as a hostage and the susequent search for the Drug Baron and his hostage results in a dangerous game when Macgregor finally catches up with him.
