The story opens with The Watcher, overlooking the funeral service for twin 10 year old Tamsin & Marianne Evans, known affectionately around town as "Time and Motion", due to their habit of sitting at the town square fountain, closely watching the coming and goings of the townsfolk. They were last seen at their usual spot 10 days earlier, and as the girls had not been located by their parents when they failed to arrive home for dinner, the Police were notified.Assigned to the case is Detective M Angelo, a man with a distinguished clean-up record, and who possesses a supernatural ability.
