The emergence of UNIDO as a specialized agency of the United Nations is analyzed with emphasis on legal and institutional issues, and problems related to UNIDO's efficiency and its dependence upon political consideration, especially with respect to major countries, are examined. Finally, recommendations are made for the improvement of UNIDO's industrial development activities.
