In 2009, with the adoption of the European Union's first macro-regional strategy and the entry into force of the Lisbon Treaty guaranteeing the Union's competence to complement, coordinate or support the actions of the Member States, tourism law was promoted from a branch in its own right since 1985 to an autonomous law. This Community policy has been based diachronically on the principle of integrating it into other sectoral policies and rules from other branches, such as the successive rail regulations (EC) 1371/2007 and (EU) 2021/782. The consumerist innovation of offering a ticket direct to the passenger, imposed by the latter regulation, illustrates a new principle, which consists of transport minimalism from a methodological point of view. In this vein, the rental of vehicles, which are usually small in size, has been promoted as a main service in package travel by Directive (EU) 2015/2302. In addition, the aforementioned regulation has upgraded the various forms of bicycles, inter alia by guaranteeing the right of rail passengers to take their bicycles with them on the train.
