When you have a level of technology multiple generations ahead of someone else, there are two possibilities; conquest or espionage.
Because of the existing and well-policed embargo on the annexation of unclassified worlds, alien infiltration of planet Earth has been ongoing for about a thousand years. The Crusades were a big hit with alien tourists and the Silk Road ... well, Polo really set a profitable template with that one.
The original Trade Directorate survey recommended large scale observational tours with dedicated staging areas and guarded jaunts to strategic locations. The Travel Agency advance teams, however, realized the aggressive nature of Earth societies would eventually recognize and target these installations.
Instead, they proposed a more clandestine approach. The resulting profile remained in place for nine centuries with incremental refinements.
World War I brought with it a number of significant changes. Unsanctioned hunting parties increased noticeably and stretched the agency's resources. To deal with this emergency the Directors dropped in two unusual individuals.
DAaR' NSHA-NLI and RiiAhn became trouble shooters par excellence, both figuratively and thematically.
Order was restored.
But the violent trend discovered in humanity's first global conflict did not go away. Illegal tours became a thorn in the side of a very successful commercial operation.
More trouble shooting would be required.
