Allister A. Moss, engineer and architect, major shareholder and past CEO of Moss Industries, is the sole survivor shipwrecked on Tartizana, one of two isolated sister islands, southeast of the Solomon Islands. Inhabited by two warring tribes, Allister is captured by the Shironoo tribe, and is befriended by Chief Boodohyoo. Allister becomes Tomonkoo, Warrior from the Storm, and the Master Planner. He defends the invasion of the Kirty tribe, during the Full Moon War,
survives a tropical storm, rescues a water bomber from thieves, and arrest Kirty Chief Zahootee and Ramoo.

Life is peaceful and flourishes in Tartizana, until an unexpected visitor arrives.
Vanuatuan Marine Wing navy ship called the Hermana, arrives at Shironoo Island, to await a tow home for repairs. The Vanuatu navy Captain Hannequin, is treated well, given a tour, and returns to his ship. His reports however, are clear that a society is prospering within the Kingdom of Vanuatu, and the President delivers a 90 day Notice to Vacate to Chief Vootoos in Tartizana, and is soon enforced by the Vanuatuan Maritime Wing and the Mobile Forces, who arrive with two ferries to evacuate the tribes, and arrest Tomonkoo and Julian.
Tomonkoo releases Ramoo, and offers him amnesty, if he causes havoc, and he does.
Chief Vootoos, the resilient Tartizanian Guard and their Meri Warriors, led by Horo the Master Warrior, defend Tartizana with the leadership from Tomonkoo, the Warrior from the Storm.
