A large number of illegal drugs were suspected of being smuggled at sea from ships passing about twelve miles off the Northeast Coast of the United States. The transfer of drugs from the sea-going boat to the smaller boats was challenging for law enforcement teams to track. This tracking process was complicated because of the estimated one thousand miles of potential waterfront landings that included hundreds of marinas, harbors, coves, and private properties in New England and Long Island, New York.In Massachusetts, in the area of Cape Cod, many of these smugglers would cross over the Kill Pond Sandbar on their way to their secret shore landings to deliver the illegal drugs. The involvement by these boaters with Organized Crime in some areas and Steet Gangs in both New York and New England only complicated the law informant task, and at the same time encouraged unrelated crimes, and this includes murders.
