Jim Duncan made a fortune building a community for the rich. While Tara Estates was a financial success, it was a major disappointment to him. Tara's character developed into a complaining and mean-spirited community.
When the development was completed, Jim and his partner, Frank Wells, moved to Florida to build a dream city for low and middle-income people. It was developed to be good quality, feature rich and lower priced than other homes in the area.
Jim wanted it to be anchored by a retirement community as its primary source of income. He vowed to keep all prices as low as possible. To accomplish this, he built the entire city business infrastructure with his own money and city businesses would operate on a near non-profit basis.
From the outset, Jim encountered challenge after challenge, some of them dangerous. Undaunted, Jim forged ahead. He often wondered, if he finally got it built, what kind of character this city would have.
He dedicated himself to promote brotherly love and mutual respect regardless of race, nationality, religion or sexual preference. The questions were; would he be able to complete it and what kind of city would this one become?
