Following a riot for jobs at a new frozen food plant, a headless body is found that is later identified as belonging to extortionist of the Hispanic community. Later, two prominent citizens disappear, the town's mayor and recently retired sheriff. Murder is suspected as both disappeared and were last seen at the time of the riot.
