The President's Journal introduces a new social perspective: an analysis of social, political, and economic issues covered by public broadcast media across successive regimes, as well as in the print media-particularly private newspapers-during times of crisis in the Democratic Republic of the Congo. It helps identify the key players involved, shedding light on the motivations driving them-whether fear, determination, or a reluctance to take initiative. Managers in the public media are generally on edge. They eventually give up and wait for instructions, orders from above-from very high up. From whom? From the hierarchy. Sometimes, and most often, genuine analyses of the actual situation are not always forthcoming. It is a very complex concept to grasp, especially in the civil service. It is a catch-all term. It has become commonplace for anyone holding a modicum of power or authority to construct an argument in the name of the hierarchy in order to harm others. This is the entry of the argument from authority to silence others.
