In 2006, General David Petraeus, Marine Lt. Gen. James N. Mattis, and a team at the U.S. Army Combined Arms Center wrote a new field manual on counterinsurgency, published in 2006 as U.S. Army Field Manual 3-24. In late 2008, after two years of applying the principles of FM 3-24 in the war in Iraq, Gen. Petraeus issued his "Commander's Counterinsurgency Guidance" to U.S. and Coalition forces. In October, 2009, the Joint Chiefs of Staff incorporated these documents and further fighting lessons learned in Iraq and Afghanistan and promulgated this field manual on Counterinsurgency Operations. This is the manual that is being used by U.S. and NATO commanders and forces in Afghanistan, and is the latest, fullest and most complete explanation available of counterinsurgency warfighting theory and operations guidance.
