The personal qualities of provincial mayors and their effectiveness

One of the main goals of any municipal government should be efficiency during the process of budget execution of investment projects, which contributes to the welfare of the population and favors poverty reduction. This issue urged to conduct the present research, whose objective was to determine the degree of relationship between the personal qualities of provincial mayors and the effectiveness in the process of budget execution of investment projects of the municipalities of the Puno region in the period 2016 - 2017. The research work corresponds to the quantitative approach, it is of non-experimental type and descriptive - correlational design. As a study sample, the three largest provinces of the Puno region were considered: San Roman, Puno and El Collao. For data collection, a questionnaire was used, addressed to the workers of the municipalities and the inhabitants of each province, which was systematized in percentage tables and figures.
